International phone.?

Hey I'm looking for a good international phone that works similar to the way tracfone dose. I know tracfone can call to 60 plus countries but cant call from any country except the US. I need one that will work both ways and has the same ability that all you have to do is buy units when you want, No plans no extra cards. And the more countries the better but Ukraine to and from the USA is a must.
