Can you go into a tattoo shop for a consultation if you're underage?

I'll be 18 (legal age to get a tattoo in my state) in January 2012 and as a present my dad is getting me a tattoo. I have a bunch of concepts but I want to settle on an idea. Can I go to a shop and ask an artist to draw something for me or do I have to be 18?
